The yakuza war between Sanno of Kanto and Hanabishi of Kansai has ended with Hanabishi as the victor. Immediately after the feud, yakuza outcast Otomo (Beat Takeshi) leaves for South Korea under the secret protection of Chairman Chang, a longtime ally to Otomo and a renowned fixer who is influential in Japan and South Korea. Years go by as the Hanabishi gang continues to flex its power. One day, Hanada (Pierre Taki), a Hanabishi executive, travels to South Korea and accidentally kills a pimp, who belongs to Chang’s gang. The incident sparks tension between the Chang and Hanabishi gangs. At the same time, the power struggle between Hanabishi’s chairman Nomura (Osugi Ren) and his first underboss Nishino (Nishida Toshiyuki) is also escalating. Otomo decides to return to Japan to settle all scores once and for all.
